Used sandpaper to clean up the leftover glue. Installed the pipe with silicone sealant back into the black tank. PVC glued the flange and pipe, and pressed/twisted the flange into place over the pipe, securing it with screws to the floor. Then tightened the clamp on he backwater tank.
